Police Chief – City of Buena Vista, VA

The city of Buena Vista, VA is seeking a dedicated law enforcement professional who can inspire the confidence of the community and lead a department of 13 sworn police officers and 1 civilian personnel. The successful candidate will be committed to community policing and problem-solving policing strategies to enhance police and community relations, and deliver excellent police services to all the citizens of Buena Vista.


With a diverse population of approximately 6,600 Buena Vista is a beautiful city nestled in between the majestic Blue Ridge Mountains and the Maury River in southwestern Virginia.


The Police Chief, who reports directly to the City Manager, must possess:

• Demonstrated competencies in effective leadership and building strong relationships within the community and the agency, and the ability to inspire confidence as a representative of the police department and the city.

• Strong interpersonal and communication skills, and a demonstrated capacity to be visible within the department and in the community.

• A passionate commitment to community policing and problem-solving policing using current strategies, systems, and technologies to optimize the delivery of police services to the community.

• Exceptional organizational and management skills, including the ability to develop and maintain a strong leadership team.

• A proven commitment to diversity, both within the department, through staff development, and within the community, by improving citizen outreach efforts at all levels of the department.

• A track record of successfully implementing and maintaining professional standards that result in departmental efficiency, integrity, and public confidence.

• Experience in identifying and successfully implementing new programs, policies, and procedures.

• Supervises the preparation of and recommends the annual budget for the department; supervises the application for grants to supplement departmental program funds.



Salary range for this position is $65,000 – $70,000, based upon experience and education. The city also offers full benefits including health care, paid vacation and sick time, VRS and life insurance.



The candidate must have a minimum of an Associate’s degree from an accredited college or university in a closely related criminal justice field with a Master’s Degree preferred. A minimum of seven (7) years of progressively responsible police experience which must include at least three (3) years supervisory/management duties is acceptable; current certification as a Virginia law enforcement officer and a valid Virginia driver’s license. The candidate must possess written and oral communication skills commensurate with the level of the position, as well as knowledge in computer programs. Water Quality Operations Supervisor

This position works under the supervision of the Director of Water Quality and provides oversight to staff operating and maintaining wastewater treatment facilities. Responsibilities include supervise wastewater plant functions through the implementation of policies and procedures to efficiently operate the WWTP and equipment used to collect, treat, and dispose of waterborne domestic and industrial waste in accordance with regulatory requirements. Requires performing routine semi-skilled and technical work. Position requires employee to be on-call and work weekends and holidays as needed.

Applicant should possess a high school diploma or equivalent, a Class II Wastewater license as issued through the Virginia authority and three years of experience as a Class II; prefer two (2) years of supervisory experience. Possession of a valid driver’s license issued by the Commonwealth of Virginia is required. Must be computer literate and able to use Microsoft Office Excel and Word programs.

Water and Sewer Worker

Position: Located with the Water and Sewer department. Duties include distribution fieldwork for water and sewer systems, pump and valve maintenance, and other distribution activities. Snow removal in season. Other Public Works duties as assigned.

Qualifications: Working knowledge of common practices for water and sewer distribution systems, ability to understand and carry out written and oral instructions; ability to work outdoors in all weather conditions; dependability; physical condition commensurate with the duties of the position. Ability to operate distribution related equipment such as backhoes, compactors, tapping machines etc. Valid CDL class B license. Class IV or better water/sewer license(s) and prior distribution experience preferred. Will train appropriate candidate.


Facilities Maintenance Worker

Position: Located with the facilities department. Participates in the maintenance of City properties. Under limited supervision, performs a variety of semi-skilled work to skilled work; and performs other duties as assigned. Work includes: building and, grounds maintenance activities including minor carpentry, plumbing, HVAC, and related activities.

Qualifications: Considerable knowledge and competency of the methods, tools, equipment and safety standards utilized in grounds, and facility maintenance. Ability to Troubleshoot and repair minor maintenance problems involving electrical, structural, plumbing, and equipment repair or replacement. Ability to understand and carry out written and oral instructions; ability to work outdoors in all weather conditions; dependability; physical condition commensurate with the duties of the position. Valid CDL class B license preferred. Other Public Works duties as assigned.
